To prevent "grey market" reselling (buying cheap in Argentina and activating in the US), publishers often lock the language files. When you buy Black Ops 3 in a CIS region (Russia/Ukraine) or a specific Asian market, your Steam license is flagged to download the "regional asset package" instead of the "global English package."
